Shoqata “Kundershtimi ndaj diges se Skavices”
TEMA: BREAKING – PARLAMENTI EUROPIAN I KERKON QEVERISE SHQIPTARE TE BRAKTISE PROJEKTIN E HIDROCENTRALIT TE SKAVICES
Me date 09 Korrik 2025, parlamenti Europian miratoi me shumice votash progres raportin e Komisionit Europian mbi Shqiperine per vitin 2023/2024. ku ne piken 58, i kerkon Shqiperise tekstualishit (2025/2017(INI)):
U bën thirrje autoriteteve shqiptare të përcaktojnë dhe menaxhojnë në mënyrë efektive zonat kryesore të mbrojtura për mbijetesën e specieve kritike të rrezikuara, në veçanti rrëqebullit të Ballkanit, duke përfshirë programet gjithëpërfshirëse të monitorimit të biodiversitetit, dhe të zbatojnë në mënyrë strikte legjislacionin kundër gjuetisë së paligjshme; i kërkon Shqipërisë të braktisë planet për hidrocentralin e Skavicës në lumin Drin i Zi, duke pasur parasysh ndikimet e tij të rënda ekologjike, sociale dhe kulturore, duke përfshirë zhvendosjen e komuniteteve lokale.
I bejme thirrje qeverise te mos e zgjase më kete proces shkaterrues per Dibren e Kombin, me metoden e zvarritjes “terhiqe e mos e këput”, por te marre nje vendim perfundimtar per ta mbyllur kete projekt anti rajonal e anti kombetar si jo i mundeshem, per shkak te demeve te pa-riparueshme qe shkakon, deme keto qe per vite me radhe, theksohen edhe ne raport progreset e Komisionit Europian per Shqiperine. Ky projekt jo vetem qe ka ndikim te shumefishte negativ, por eshte i zevendesueshem me burime alternative energjie me me pak pasoja, alternativa qe theksohen edhe ne rezoluten e miratuar nga Keshilli Bashkiak Diber, me shumice votash, qe po e ri-sjellim ne vemendje, per te vene ne dukje sintonine qe ekziston mes dy rezolutave.

I bejme thirrje Ministrise se Infrastruktures dhe Energjise si dhe KESH, te marrin hapa te metejshme per ta nderprere kete projekt, sipas thirrjeve jo vetem te komunitetit rajonal e shqiptareve kudo gjendur ne bote, por edhe te Parlamentit Europian. Kjo do te ishte ne perputhje me vullnetin e shumices se banoreve dhe shqiptareve kudo qe jane, qe e kane treguar me rezistence disa vjecare, me peticione, protesta kudo brenda dhe jashte vendit, me çuarjen e ceshtjes ne Gjykaten Kushtetuese dhe Kallezimin e personave pergjegjes prane SPAK per shkelje te mundshme te ligjit. Veme ne dukje se sipas vete analizes qe ka kryer Enrst&Young, kompania qe u mor per te kryer studimin e tregut per mundesine e financimit te ketij projekti, del qe shumica e bankave dhe enteve financuese, publike dhe jo publike te kontaktuar, nuk e shohin te mundshem, feasible, kete projekt, por te gjithe kane kerkuar te mbulohen risqet nga vete Shqiperia, minimalisht me garanci sovrane. Kjo skeme jo vetem eshte e komplikuar dhe barre shume e rende per taksapaguesit shqiptare e ekonomine e dobet te vendit, por ne afat gjate, nuk ka asnje garanci, dhe eshte kjo arsyeja pse keto ente kane hezituar te shprehin interes per kete projekt.
Ky projekt i permbytjes se Lugines se Drinit te Zi, vjen ne kundershtim te hapur me orientimet e Komitetit te Ministrave te Bashkimit Europian, i cili i orienton vendet e Bashkimit Europian dhe vendet pretendente per te qene Anetare te Bashkimit Europian qe te heqin dore nga prodhimi i energjise elektrike hidrike (nepermjet ujit), por te orientohen e mbeshteten prodhimi i energjise elektrike nepermjet Diellit dhe Eres. Ishte ky presion e orientim qe beri te mundur edhe anullimin e projektit shteteror per ndertimin e Hidrocentralit mbi Lumin Vjosa.

Tani eshte koha per ti dhene nje mundesi frymemarrje rajonit dhe per te inkurajuar investime ne agro-turizem dhe kudo, per te shfrytezuar ne maksimum mundesite qe Dibra ofron. Dibra jone historike, me trashegimi te pasur, nuk mund te mbetet peng i projekteve klienteliste, te paravendosura, pa perspektive qe e zhysin ate nen uje dhe e denojne pergjithmone ne erresire nje rajon e komunitet te tere, shkaterrojne pronen, mikroklimen, floren, faunen, trshegimine historike, kulturore, arkitekturore ten je rajoni te tere .
Ne nuk mund te pranojme te braktisim vendlindjen tone ne asnje moment dhe u bejme thirrje te gjithe Dibraneve ta tregojne veten, duke e kundershtuar kete projekt ne cdo moment qe ju jepet mundesia. Le ta cojme zerin tone prane vendimarresve, te cilet duhet ta degjojne mire ate sa nuk eshte vone.
Le te nderpritet ky projekt, i cili kercenon te tashmen dhe te ardhmen e nje rajoni te tere!

SUBJECT: BREAKING – THE EUROPEAN PARLIAMENT CALLS ON THE ALBANIAN GOVERNMENT TO ABANDON THE SKAVICA HYDROPOWER PROJECT
On July 9, 2025, the European Parliament approved by majority vote the European Commission’s progress report on Albania for the year 2023/2024. In Point 58, the Parliament explicitly calls on Albania (2025/2017(INI)):
“Calls on the Albanian authorities to effectively designate and manage key protected areas for the survival of critically endangered species, particularly the Balkan lynx, including comprehensive biodiversity monitoring programs, and to strictly enforce legislation against illegal hunting; calls on Albania to abandon plans for the Skavica hydropower project on the Black Drin River, considering its severe ecological, social, and cultural impacts, including the displacement of local communities.”
We call on the government not to prolong this destructive process for Dibra and the nation through the delaying tactic of “pull but don’t break,” but to make a final decision to close this anti-regional and anti-national project once and for all, as it is unfeasible due to the irreversible damage it causes—damage that for years has been emphasized in the European Commission’s progress reports on Albania.
This project not only brings multifaceted negative impacts but is also replaceable by alternative energy sources with far fewer consequences. These alternatives are highlighted in the resolution approved by the Dibra Municipal Council by majority vote—a resolution we reiterate now to underscore the harmony between the two documents.
We call on the Ministry of Infrastructure and Energy as well as KESH (Albanian Power Corporation) to take further steps to terminate this project, in response not only to the calls of the regional community and Albanians worldwide but now also of the European Parliament. This would align with the will of the majority of residents and Albanians everywhere, who have expressed their opposition over the years through petitions, protests both within and outside the country, bringing the case to the Constitutional Court, and filing criminal complaints with SPAK against responsible individuals for potential legal violations.
It is worth noting that according to its own analysis, the consulting firm Ernst & Young—which conducted the market study on the project’s financing feasibility—found that the majority of contacted banks and financial institutions, both public and private, do not see this project as feasible. All have demanded that risks be covered by Albania itself, at the very least with sovereign guarantees. This scheme is not only complex and an excessive burden on Albanian taxpayers and the country’s fragile economy, but in the long term, offers no guarantees—one of the main reasons these entities have hesitated to express interest in the project.
This project to flood the Black Drin Valley is in direct contradiction to the guidance of the EU Council of Ministers, which directs EU member states and candidate countries to move away from hydropower (energy generation through water) and instead support and prioritize solar and wind energy production. This pressure and guidance also led to the cancellation of the state hydropower project on the Vjosa River.
Now is the time to give the region a breath of fresh air and to encourage investments in agrotourism and other sectors, making full use of Dibra’s potential. Our historic Dibra, with its rich heritage, cannot remain hostage to clientelist, predetermined, and shortsighted projects that submerge it underwater and condemn an entire region and community to permanent darkness—destroying property, the microclimate, flora, fauna, and the historical, cultural, and architectural heritage of an entire region.
We cannot accept abandoning our homeland at any point, and we call on all Dibrans to show their resolve by opposing this project whenever the opportunity arises. Let us raise our voices to decision-makers who must hear us—before it is too late.
Let this project, which threatens the present and future of an entire region, be stopped now!
